The OWHC is headquartered in Québec City, Canada with Five Regional Secretariats across the world. After the General Secretariat at the headquarters develops the strategy
and framework for the OWHC programs and projects, Regional Secretariats organize activities based on them to promote the values and objectives of the OWHC by working
with member cities that share cultural, linguistic or geographic affinities within their respective region.
Regional Secretariats serve as the link between member cities of a given region and the General Secretariat, bolstering the OWHC’s network worldwide.
